Mission
This role requires a highly organised professional with a strong background in project delivery within the waste and environmental services sector, or adjoining sectors such as utilities, construction, or other environmental services sectors. The successful candidate will play a pivotal role in ensuring that tenders and projects are completed safely, on time, within budget, and in full compliance with all regulatory, environmental, and ESG (Environmental, Social, and Governance) requirements. Working closely with internal colleagues from our engineering, compliance, sustainability, and commercial teams to deliver competitive tenders, as well as achieving measurable operational improvements, and long-term social and environmental value.
Key Responsibilities
Tendering
•To identify, qualify and scope potential new business.
•To lead, manage and control the bid process from start to financial close.
•Take responsibility for managing and leading projects whilst representing Paprec UK Ltd to ensure that projects are delivered on time and within budget.
•To manage the bid process ensuring that all processes are completed in a timely manner, whilst ensuring a competitive but commercially viable bids is submitted.
•To identify practical approaches and initiate appropriate action with clarity and in a timely manner.
•To liaise with public sector clients at the most senior levels.
•To obtain relevant approvals inside Paprec UK Ltd.
Commercial Management
•To monitor and advise on the impact of emerging waste legislation and technological developments from an economic, business and cross sector perspective.
•To establish, manage and report on the budgets.
•To carry out risk and value management.
•To formulise contracts, appointments and briefs.
•To take responsibility for the interrogation of the design and contractors proposals to ensure compliance.
•To evaluate, appoint and manage sub-contractors who may not necessarily classified as part of the bid team but are an integral part of the process, nonetheless.
•To support legal, technical, financial and legal departments where necessary and appropriate.
Environmental, Social, and Governance (ESG) & Sustainability Integration
•Embed circular economy principles and Net Zero targets into project design and implementation.
•Deliver measurable outcomes aligned with corporate ESG strategy — e.g. carbon reduction, energy efficiency, biodiversity enhancement, and waste minimisation.
•Ensure social value contributions are built into projects, including local employment, skills development, and community engagement.
Project Monitoring & Reporting
•Prepare regular reports and presentations for internal governance boards, clients, and regulatory stakeholders.
•Lead project review meetings and manage change requests, scope variations, and issue resolution processes.
•Proficient in using project planning and collaboration tools (e.g. MS Project, Primavera, Smartsheet, MS Teams).
•Ability to manage budgets from £100k to £5m+, including forecasting and financial reporting.
Stakeholder & Team Management
•Engage and manage relationships with a broad range of stakeholders: local authorities, regulators (e.g. Environment Agency), subcontractors, landowners, and the public.
•Lead project delivery teams (internal staff and external suppliers), ensuring clear roles, responsibilities, and communication flows.
•Act as the key point of contact between operational teams and third-party service providers during project delivery.
Profil
Essential Qualifications
•Degree (or equivalent experience) in Environmental Science, Engineering, Construction Management, Project Management, or related discipline.
•Minimum 3–5 years’ experience in project management within waste management, environmental engineering, utilities, or infrastructure sectors.
•Demonstrable track record delivering projects with a recognised project management certification (e.g. PRINCE2 Practitioner, APM PMQ, PMP).
•Familiar with PCR 2015 & Procurement Act 2023, ISO 14001, ISO 45001, and HSE best practices. Environmental Permitting Regulations, Duty of Care, Waste Framework Directive
•IT literate, particularly using MS Office (Excel, Word and PowerPoint).

•Self-motivated, adaptable, and able to manage multiple workstreams under pressure
Desirable Qualifications & Skills
•IOSH Managing Safely or NEBOSH General Certificate
•Chartered status or working towards (e.g. CIWM, IEMA, ICE, APM)
•Experience with carbon accounting tools and/or life cycle assessment
•Educated to degree level in an appropriate discipline
